Shaping the Future of Care Together

The consultation document poses a number of questions on which Government would like to receive comments:

1. Are the six proposed elements of a care service complete, and how should they work? The elements proposed are:

  • Prevention
  • National assessment
  • Joined-up service
  • Information and advice
  • Personalised care and support
  • Fair funding

2. What should joined up services, offering choice and high quality, look like in practice, and what are the barriers?

3. Which of these three funding models is preferable:

  • Partnerships – Individuals and government sharing the cost
  • Insurance – Individuals insuring themselves to cover part of the cost
  • Comprehensive – A state scheme paid for by all who can afford it, providing care free at the point of delivery
