Working with Police and Local Authority Community Safety Partnerships (CSPs) will be fundamental to success. The CRC will need to understand how Integrated Offender Management works, not only strategically, but also tactically and operationally. While these companies will have easy access to probation services and experience, not all will have the same experience of working with CSPs at every level. Even fewer will have first-hand experience of the police role within Integrated Offender Management (IOM).

The results achieved by the Local Authority areas in West Midlands made the model the most statistically successful in the country in terms of reducing re-offending rates by more than the predicted levels as measured by Ministry of Justice.
The overall approach was recently described by the College of Policing as being evidence based in its approach to selecting those individuals who would be managed, investing resources across the partnership, providing tactical options for managing offenders at all levels and having “Clear…..coordinated and well structured…..governance”.
