Employing 'Lean' tools and techniques the team quickly identified that the process for notifying the outcome of case management hearings from the court to the police was consistently failing. The police had the responsibility for providing additional evidence in time for the case to be heard in court. However, the failures in the process meant that the police had no information about what issues in the case were in dispute and consequently were routinely producing surplus material.
The Agencia team formulated a multi-agency working group and worked with it to facilitate improvements to the process using collaboration techniques. A pilot system was launched at Hull Magistrates Court in August 2012 and the initial outcome was a resounding success, with performance over subsequent months showing continued improvement.
Historically only 63% of file upgrade notifications from the court reached the police but through the implementation of the new process this had reached 95% - a huge uplift in performance and a significant reduction in wasted costs.
