Agencia appointed for anti-corruption work in Moldova

Agencia is delighted to have been appointed to support the delivery of anti-corruption work in Moldova.  The fight against corruption is one of the objectives of the Moldovan Government and our role will consist of developing sentencing guidelines for corruption crimes.

This project is part of the Good Governance Fund (GGF) which is managed by PwC.  Agencia is a member of the PwC UK alliance which has won the contract to deliver the joint UK Department for International Development (DFID) and Foreign and Commonwealth Office (FCO) GGF programme.  The GGF has been designed to support a series of governance and economic reform initiatives in Bosnia & Herzegovina (BiH), Georgia, Moldova, Serbia, and Ukraine.  As the selected service provider, PwC UK will manage this flexible fund, through which technical assistance will be provided to the Governments in BiH, Georgia, Moldova, Serbia and Ukraine. Areas the fund will support include: anti-corruption measures, improving the business environment, judicial reform, banking, energy and other key sector reforms, strengthening the rule of law and supporting an independent media.

Agencia has been working on justice and security reform projects on behalf of FCO since 2004, and prior to this, worked on DFID-funded projects.  In that time, Agencia built up a considerable understanding of the issues facing countries in conflict and transition, and have implemented a number of successful projects within these countries.  Our Sarajevo office was founded in 2015.

The approach of our international department has evolved, and will continue to evolve with experience. It is an approach based upon a commitment to deliver meaningful and sustainable beneficial change, and hence real value for money. It involves being very open with sponsors about the real challenges faced, and establishing and maintaining close liaison with potential stakeholders, including the international community, working to identify synergies and ensuring co-ordinated action for maximum impact.  Importantly, it also includes a multi-faceted approach to delivering change and improvement into change-resistant organisations, whether that resistance be centred around political, cultural, system/process blockages or reluctant individuals.  We seek a complementary balance between international and local consultants within our team which both increases value for money and helps keep a continuous presence on the ground when international staff are not in-country.

Agencia can deploy from a wide range of justice, policing/investigative and health subject experts who also bring expertise of change management and project management.  Agencia has also established a reputation for understanding complex multi-donor and stakeholder relationships within transition scenarios, and is committed to communication strategies that enhance stakeholder engagement. Our key services include: Criminal Justice Reform and Rule of Law; Diagnostic and scoping exercises to identify issues; Strategic planning for the judiciary; Court administration and management improvements; Performance improvement support in order to meet benchmarks for European Union accession; Reform and restructuring of judicial institutions; Capacity building of the judiciary, prosecutors, public defenders, and other justice institutions; Delay reduction and efficiency programs; Enhancement of access to justice; Anti-corruption; Developing and refining criminal intelligence gathering and handling systems; Serious and organized crime; Specialist Investigations; Major Incidents and Events; Community Policing and Terrorism.
