Richard Wood, Agencia’s Director for Justice, Policing and Security had the pleasure of being invited to participate in a State Capacity and Access to Justice Event.
The ‘State Capacity & Access to Justice’ event was hosted by IDFC Institute’s Access to Justice initiative. This endeavours to showcase research and innovations that enhance India’s capacity to deliver a more equitable and accessible form of justice. The inaugural session showcased Dr Vineet Kapoor, Indian Police Service (IPS), Deputy Director, Madhya Pradesh Police Academy, who shared his experience and expertise on Institutionalising a Pracademic Model in Policing.
IDFC Institute is an independent, economic development-focused think/do tank based in Mumbai. The Institute is set up to investigate the political, economic and spatial dimensions of India’s ongoing transition from a low-income, state-led country to a prosperous market-based economy. In particular, the Institute focuses on strengthening the capability of the government to deliver public service. They work closely with governments at the Centre and state level to provide in-depth, actionable research and recommendations and implementation support that are grounded in a contextual understanding of the political economy of execution.
The Access to Justice Initiative within the Institute works closely on police reforms as a means to engender effective rule of law and equal access to justice for all. This includes improving the functioning and responsiveness of this public institution.
Richard worked in India for 4 years from 2004, working with the Bureau of Police Research and Development, the Police Colleges of Madhya Pradesh, Andhra Pradesh, Central Bureau of Investigation as well as the National Human Rights Commission primarily focused on developing skills-based service orientated training. Dr Kapoor and Richard worked together in this period; it is noteworthy that both the mentioned State Academies have ever since vied for the top position as centres of excellence for training in India. Richard added into the webinar emphasising the need to institutionalise skills-based training into all police colleges adding to the traditional knowledge base by providing a developed understanding of the skills to use the knowledge at the same time as building in the behaviours and attitudes for a modern police service in a democratic society.
